FBI reports Internet fraud complaints tripled in 2002

Fraud on the Internet rose sharply in 2002, with the FBI reporting more than 48,000 complaints referred to prosecutors -- triple the number of the year before. By far the most common complaint was auction fraud, followed by non-delivery of promised merchandise, credit card fraud and fake investments, according to the report Wednesday from the Internet Fraud Complaint Center, run by the FBI and the National White Collar Crime Center based in Richmond, Va.

Researchers develop ultrafast Internet protocol

Caltech computer scientists have developed a new data transfer protocol for the Internet fast enough to download a full-length DVD movie in less than five seconds. The protocol is called FAST, standing for Fast Active queue management Scalable Transmission Control Protocol (TCP). The researchers have achieved a speed of 8,609 megabits per second (Mbps) by using 10 simultaneous flows of data over routed paths, the largest aggregate throughput ever accomplished in such a configuration. More importantly, the FAST protocol sustained this speed using standard packet size, stably over an extended period on shared networks in the presence of background traffic, making it adaptable for deployment on the world's high-speed production networks.

Rewards backfire in online commerce

The offer of a reward may help police track down a suspect or lead to the return of a lost wedding ring, but it won't get Internet users to give out personal information, a University of Florida study shows. People are actually less likely to type their name, address and other personal information into a Web site for a reward because they tend to regard the offer as suspicious, according to the study, which appears in the 2002 Advances in Consumer Research.

World's fastest network launched to connect Teragrid sites

Fiber optic links between Los Angeles and Chicago have been "lit up" to form the cross-country network backbone for the National Science Foundation's $88 million TeraGrid project. Technicians are sending the first test data packets racing across the network, which boasts an unprecedented bandwidth--roughly 1 million times the speed of a typical dial-up Internet connection and four times faster than existing research networks. At 40 gigabits per second (Gb/s), the new "backplane," developed in partnership with Qwest Communications, will connect the resources of the TeraGrid, a multiyear effort to build and deploy the world's largest, fastest, distributed computing infrastructure for open scientific research.

Interactive Web Sites Boost Politicians, But 'Double-Edged Sword'

A more interactive Web site for a political candidate can influence a person's impression of the candidate and increase a person's level of agreement with the candidate's views, according to Penn State researchers. More interactive Web sites enhance a person's opinion of a political candidate and the candidate's positions, say the researchers. At the same time, interactivity is a "double-edged sword" because the most highly interactive sites used in the research drove users' views of the political candidate back down, showing that greater navigational demands of a Web site might induce tedium.

'Selfish routing' slows the Internet

The Tragedy of the Commons , as explained by Garrett Harding in his classic 1968 book, is that self-interest can deplete a common resource. It seems this also applies to the Internet and other computer networks, which are slowed by those who hurry the most. Fortunately, say computer scientists at Cornell University in Ithaca, N.Y. , there is a limit to how bad the slowdown can get. And after developing tools to measure how much the performance of a particular network suffers, they say, the way to get improved performance on the Internet is the same as the way to maintain air and water quality: altruism helps.

Fractals Help Researchers Design Antennas for New Wireless Devices

Antennas for the next generation of cellphones and other wireless communications devices may bear a striking resemblance to the Santa Monica Mountains or possibly the California coastline.
That's because UCLA researchers are using fractals ? mathematical models of mountains, trees and coastlines ? to develop antennas for next-generation cellphones, cars and mobile communications devices. These antennas need to be miniature and be able to operate at multiple frequencies simultaneously.

Powell to Congress: UUNET could shut down

FCC Chairman Michael Powell sent a good strong scare into lawmakers Tuesday when he testified that WorldCom might be able to shut down its UUNET subsidiary's Internet backbone without government approval. UUNET is a major component on the Internet, and its loss could potentially have devastating effects, particularly on corporate and government clients.

"Mr. Powell said he was confident in the long-term health of the telecom industry," the Wall Street Journal reports. "But in the short term, 'there are question marks' about whether the FCC can order a bankrupt company's Internet subsidiary to keep its backbone operational. 'I could hypothesize that (the company) would refuse to comply.'"

After Powell's shake-em-up, Senate Commerce Committee Chairman Ernest Hollings, a South Carolina Democrat, said he would introduce legislation to clarify the agency's authority over Internet-backbone companies like UUNET. The Journal notes that the panel reacted positively to Powell's request for Congress to strengthen the FCC's jurisdiction over telecom companies that file for bankruptcy protection, to ensure it can stop them from shutting down essential services.
