A fix that sounds impossible and was carried out anyway: an entire city, block by block, lifted a few feet higher than the sea that had drowned it. Not one building. Not a few blocks. As noted by the American Society of Civil Engineers, around 2,000 buildings were raised, along with some 500 city blocks, while people kept living and worshipping inside them. Most people have never heard of it, which is odd, because it worked.
How do you lift a whole city?
The problem started with water. On September 8, 1900, a hurricane pushed a wall of seawater across Galveston Island, and the flat, low-lying land had nowhere to send it. In 2023, The Galveston Historical Foundation called it the “worst natural disaster experienced in the United States to date”, and records show at least 6,000 people perished on the island. The geography was the whole trouble. Before the storm, as Don Walden’s history of the project records, the highest point was on Broadway, only about nine feet above low tide. The average was under six.
You cannot argue with how high a barrier island sits. You can only change it. Galveston did both things a coastal city can do: build a wall and lift the ground. A concrete seawall went up first. Then came the harder, stranger half of the plan, raising the land behind the wall so the whole city would sit higher than the water. The city of Galveston undertook extensive grade raising.
Canals, dredges, and 16 million cubic yards of sand
The method was bold in its plainness. Rather than truck in fill, engineers went to the sea for it. The American Society of Civil Engineers, which lists the project as a historic landmark, describes how four self-loading hopper dredges pulled sand moved it into the city through a canal cut across the island, 20 feet deep, 200 feet wide, and 2.5 miles long.
The city was split into walled-off sections, each about a quarter of a mile square. Property owners jacked up their buildings. Then the dredged sand, mixed with water into a soupy slurry, was pumped in to raise the ground across each enclosed section. When it was finished, about 500 city blocks had been raised with 16.3 million cubic yards of sand, from a few inches deep in places to eleven feet at the seawall. The Rosenberg Library’s history center notes crews had to dredge a canal through the heart of the city to deliver it.
The hardest structure of all was St. Patrick’s Catholic Church, a heavy masonry building of some 3,000 tons. Patricia Bellis Bixel, co-author of a history of the storm, put the case carefully on NPR: “Records show that the largest structure that was raised up was St. Patrick’s Catholic Church and this is a very substantial stone building just off of Broadway in Galveston.”
Six years of living on stilts
What gets lost in the engineering figures is that people lived inside all this the entire time, for six years. The work moved section by section, so at any given moment part of Galveston was a construction site. The Rosenberg Library’s history center describes people continuing to live in their raised houses and getting around on boardwalks while the sand was pumped in beneath them.
A house perched on jacks, its yard filling with salt-water slurry, the family crossing to the street on raised wooden planks. Lawns died. Gardens went under. It was expensive, too. Walden’s history records that raising W. L. Moody’s brick mansion three feet cost $6,000, took two weeks, and used 300 jacks. That was one home among thousands. Building the wall alone, Walden notes, cost a total of about $15.5 million.
Then it simply ended. The last cubic yard of sand was in place on August 8, 1910. After six years of mud and boardwalks, the ground under Galveston was, in most places, several feet higher than it had been.
What Galveston bought itself
The test came in 1915. A hurricane some thought was as severe as the 1900 storm hit the same island, now sitting behind a seawall and on raised ground. Where 1900 had killed thousands, Walden’s account notes the 1915 storm left only eight dead.
No wall and no pile of sand can promise a city safety forever. Hurricane Ike exposed the system’s limits in 2008: the seawall protected Galveston’s Gulf-facing side, but significant flooding came from the unprotected bay side.
